Heneghan & Associates, P.C. Helps Local Governments Receive Funding

 

As local governments continue to apply for grant dollars to help fund community improvements, 11 governmental entities engaged Heneghan and Associates, P.C. to prepare and submit Community Development Assistance Program (CDAP) grant requests for 2007.  CDAP is administered by the Department of Commerce and Economic Opportunity (DCEO) and funded through the U.S. Department of Housing and Urban Development.   Heneghan recently learned that 7 out of the 11 submissions, or approximately 9% of the State’s total, received either full or partial funding. 

The purpose of the CDAP grant is to provide safe, decent housing, promote public health and safety, and economic development.  The funding priority for the eligible activity of public facilities construction is for water and sanitary and storm sewer projects.  Acquisition, construction, reconstruction, rehabilitation, demolition or installation of public facilities and improvements are eligible activities.  According to the DCEO website, project areas must be primarily residential in character and benefit at least 51 percent low-to-moderate income persons in areas with population counts under 50,000. 

Often, applying for CDAP funds is a cooperative effort as a local government submits the grant request on behalf of the local water/sewer district or company.  Listed below are the CDAP grants recently awarded which were prepared by Heneghan and Associates.

Jersey County Rural Water Company, Ruyle Township, was awarded the entire grant applied for in the amount of $350,000.  The grant dollars will be used to extend 10 miles of water line in order to serve an additional 20 new households in Ruyle Township.  Over the past years, Heneghan and Associates has assisted the Jersey County Rural Water Company to extend 650 miles of water line to serve 4800 customers. 

The Village of Kane received $325,000 out of the $350,000 requested to replace the aging elevated water storage tank and construct new wells for the community.

The City of Bunker Hill received $325,000 out of $350,000 to replace the aging elevated water storage tank.

Macoupin County on behalf of the Central Macoupin County Rural Water District received $350,000 to expand the water lines 15 miles to serve an additional 40 households.  This expansion is the third phase, with the first two phases also being partially completed with grant monies. 

Cass County and Bluff Spring Township each received $325,000 for a total of $650,000 on behalf of the Arenzville Rural Water Cooperative.  The grant dollars will be used to extend water lines 60 miles to serve 200 additional households in four different townships.  This is Phase I of a multi-phase project.

Larkingsburg Township on behalf of Marion County Water Company received $325,000 to extend a water line another 41 miles in order to serve an additional 141 homes.  The total project is estimated to cost $1,780,000.
