Jersey County Rural Water Company – Phase IV
USDA Rural Development Loan Closing

Today, Jersey County Rural Water Company (JCRWC) closed their federal loan with USDA Rural Development to allow construction to begin on their Phase IV Lake Piasa Booster Pump Station project. The project, which has been in the planning stages for several years, will consist of a new 675 gpm above-ground booster pump station and associated yard piping, which will transfer water from the Lake Piasa area to the Brighton elevated tank, improving flow capabilities to the entire northeast region of JCRWC’s water distribution system. Project funding is provided by a $770,000 low-interest loan from USDA Rural Development as well as local funds. Rob Maschhoff is USDA’s local RD Area Specialist from the Jacksonville area office.
JCRWC began in the early 1970's to provide a safe water supply to the households throughout the entire county. The initial Phase I project was constructed in 1973. Today, JCRWC provides water to nearly 5,000 households and farms, as well as Medora, Royal Lakes, and Shipman. JCRWC also maintains over 650 miles of water main, as well as numerous storage tanks and pump stations. JCRWC buys bulk finished water from the Illinois-American Water Company in Alton. The Lake Piasa Booster Pump Station project complements two other recently completed improvement projects - the new Godfrey Booster Pump Station/Ground Storage Tank and the 16-inch water transmission main.
Management of JCRWC’s system is overseen by a volunteer Board that meets monthly, consisting of the following: Allen Davenport, President, David Elliott, Vice-President, John Maher, Secretary, William Mitchell, Treasurer, William Finkes, Wayne Kiel, and Craig Nilsson. Greg Bates is the licensed system operator and JCRWC Company Manager. John Williams is the Assistant Manager, and also licensed water operator. Rebecca Myers is the Office Supervisor. There are eight additional full and part-time employees.
Outside consultants for the Phase IV project include the following: design engineering, funding acquisition, construction administration, and on-sight construction observation is being provided by Heneghan & Associates, Jerseyville; legal services and easement preparation is provided by Scott Schultz, Jerseyville; and accounting needs are provided by Russ Hicks of Croxford & Company, Alton. Jun Construction, of Godfrey, will be the general contractor for the project. Subcontractors will include Loellke Plumbing, Richards Electric, and Navionics for SCADA/telemetry. |

Cities of Centralia and Wamac Hold Wabash Avenue Groundbreaking
A $4.5 million road project received grant funding from the Economic Development Administration (EDA) and Illinois Dept. of Transportation (IDOT) for the reconstruction of Wabash Avenue and East 17th Street. This will consist of a three-lane roadway – two traffic lanes and a turn lane – including improved intersections to accommodate trucks’ turning movements.
Construction period is estimated to be from 18 months to two years. Assisting the City of Centralia with obtaining funding for the project and Phase I & II Design, Heneghan and Associates’ Centralia office will also be assisting the cities during construction with Phase III services.

You may have noticed, about 400 feet behind Josh, is the Farmers Insurance zeppelin, “Eureka”, visiting the area during the week of August 15, 2011. Here the zeppelin (longer than a Boeing 747 with an airspeed of 35 mph) is tethered to a portable mast to keep it stable while on the ground.
Different from a blimp, this zeppelin has a rigid frame and is filled with helium, which is non-flammable. It is rare to see an airship like this, and even more unusual to see it on the ground. Up, up and away! |

City of Staunton – Water Treatment Plant
Ground Breaking Ceremony

Earlier this week the City of Staunton received their federal funding commitment from USDA Rural Development for construction of its new Water Treatment Plant. The project, which has been in the planning stages for several years, will replace the aging treatment plant and increase the City’s water treatment capabilities. The project will consist of a new one million gallon per day drinking water treatment plant, a new 500,000 gallon storage tank, and improvements to the raw water pump station. Project funding is provided by a low-interest loan from USDA Rural Development as well as local funds. Rob Maschhoff is USDA’s local RD Area Specialist from the Jacksonville area office.
The City of Staunton strives to provide a safe, reliable water supply to households throughout the City and surrounding areas. Staunton currently serves approximately 2450 customers in and around the City and nearby Village of Williamson. In addition to the treatment plant the public works department also maintains two elevated storage tanks and miles of water main in various sizes and diameters.
The proposed treatment plant will use a Dissolved Air Floatation (DAF) system to treat the water. This is the first treatment plant in Illinois approved to use this new technology. The DAF system is expected to decrease operational costs and chemical usage as well as minimize the building footprint.
Mayor Craig Neuhaus and the Staunton City Aldermen, along with Public Works Director Hank Fey, have overseen the progression of the project and funding acquisition. Heneghan & Associates of Jerseyville worked with the City as consultants for design engineering and funding acquisition. Korte and Luitjohan Contractors, of Highland, will be the general contractor for the treatment plant. Plocher Construction Company, also of Highland, will be erecting the 500,000 gal. storage tank and a similar 100,000 gal. tank used in the treatment process. |

Let’s Get Bogged Down in the Mud
At the Greene County Fair

Once again this year firm members from Heneghan and Associates were volunteers at the Greene County Fair Mud Bog competition held on June 18.
We volunteered to measure the distance that a contestant manages to travel in a mud bog. Each driver begins from a standing start and then goes as fast as they can to travel as far down the track as possible. The longest distance traveled in the shortest amount of time wins in that class.
This car was one of the more unique entrants. Most drivers in the competition had pickup trucks, but this vehicle was a stand-out to us! |

“Business After Hours” Networking Event Highlights
Heneghan & Associates’ 25th Anniversary Heneghan & Associates, co-hosting with three of our Godfrey business neighbors, showcased our office building on Mae Drive at the River Bend Growth Association Business After Hours on April 14. The “silver” year for Heneghan’s was celebrated by 100 guests at an outdoor networking event.
Partnering with us in this Business After Hours was JUN Construction, Edward Jones Investments, and the Law Offices of Emily Johnson and Dawn Hale. The party was held outside of the Mae Drive office building (built by JUN Construction) where Heneghan & Associates and the other companies are located.
Heneghan and Associates was founded in 1986 by Dean Heneghan and has grown to four offices located in Jerseyville, Godfrey, Centralia and Columbia. Our company includes engineers, land surveyors, technicians and administrative personnel.

Heneghan & Associates Designs Kane Water Tower
Heneghan & Associates, P.C. has announced the recent completion of a new 130-foot water tower designed for the Village of Kane, Illinois. The 100,000 gallon capacity tank replaced the 50,000 gallon tank which was removed as part of the project.
Heneghan & Associates designed both the water main extension connecting the new tower to the water distribution system and a new Supervisory Control and Date Acquisition (SCADA) System which monitors and controls the water flow.
General contractors involved with the Kane project are Caldwell Tanks of Louisville, KY, DNP Plumbing Services of Worden, IL and Steelsmith Tank Co. of Bethel, MO.
Financing for the water tower project came from the Department of Commerce and Economic Opportunity in the form of a Community Development Assistance Program Grant, and the Illinois Finance Authority. Heneghan & Associates assisted in the application process and was the grants administrator.

Heneghan & Associates Completes Rehab to Digester at Jerseyville Wastewater Treatment Plant
Heneghan & Associates, P.C. has announced the recent completion of the rehabilitation of Jerseyville’s wastewater treatment plant digester located on Maple Summit Road. A year-long endeavor, the project became necessary when the former domed-cover portion of the digester collapsed inside the basin.
The City of Jerseyville at that time was conducting a multi-year Prudency Review for repair/replacement of the wastewater treatment plant. The digester component was given a high priority and the City contracted with Heneghan & Associates for engineering design service for repairs and rehabilitation.
The roof was not replaced but rather aeration equipment was added to provide air to the microbial-rich sludge to further breakdown the waste stream. The sludge pumps and piping were replaced and reconfigured for the anticipated future expansion of the wastewater treatment plant.
Reports show that the efficiency and operation of the rehabbed digester is well above that of the previous equipment. |

Heneghan & Associates Designs Potable Water Ground Storage Tank For Village of Godfrey and Jersey County Rural Water Company
Project design engineering for the new potable water ground storage tank being built at the intersection of Pierce Road and Winter Lane in Godfrey was completed by Heneghan and Associates, P.C. When complete, the ground storage tank will have a capacity of 575,000 gallons and a height of approximately 20-feet. The tank was designed and installed to facilitate a future capacity of 1,000,000 gallons at a height of approximately 33-feet. Construction is expected to be completed in December, 2010.
The project is the culmination of many years of discussion and cooperation between the Village of Godfrey and Jersey County Rural Water Company. This ground storage tank will allow for development within those portions of the Village of Godfrey presently served by Jersey County Rural Water Company. General contractor for the project is Amrent Contracting, Inc. of Chester, Illinois.

Heneghan and Associates Designs Farmersville Elevated Water Storage Tank
Project design engineering for the new elevated water storage tank being built in Farmersville was completed by Heneghan and Associates, P.C. When complete, the elevated tank will have a capacity of 200,000 gallons and a height of 120 feet. It will replace the existing 50-year old 150,000 gallon water standpipe. Construction is expected to be completed in May 2011.
The project is funded by a $350,000 Department of Commerce and Economic Opportunity grant through the Community Development Assistance Program, a low interest $650,000 Illinois Finance Authority bond issue and the balance covered by local funding.
The general tank contractor for the project is Phoenix Fabricators and Erectors, Inc. from Avon, Indiana and the foundation is being set by Illini Drilled Foundations from Danville, IL.

Jerseyville Library Ribbon Cutting
Under a beautiful harvest moon, Jerseyville Public Library Board of Trustees, staff, Friends of the Library, City of Jerseyville officials, Jersey County Business Association Red Coat Ambassadors, Library patrons, and guests cut the ribbon on the new parking lot. The lot went from 21 to 49 spaces with three of those handicap.
The expanded lot is the culmination of over two years work from the purchase of a house that was moved to plans and drawings by board member Scott Peabody with in-kind work from Heneghan & Associates to the ribbon cutting last Friday evening. Special reserve funds along with generous donations ranging from $50 to $5,00 helped this long time goal become a reality.
A member of the Friday night audience threw out the challenge to donate $50. Any funds received now will allow the Board to keep more money in the special reserve fund for future expansion. With drawings and cost estimates from an architect with Carnegie library building experience, the Board hopes that sooner rather than later they will need the special reserve fund to back an expansion of a little over 4,000 square feet to the current building.

Heneghan and Associates Designs Anchor Pad at Scott Air Force Base
Heneghan and Associates performed design work at Scott Air Force Base in preparation for the setting of the eight ton anchor from the United States Naval Ship Paul Buck this summer. The anchor is located at the Transportation Plaza of the newly opened United States Transportation Command facility. Other displays include a large ship propeller, a refueling arm, a tail wing and a plane propeller.
Heneghan’s work consisted of resolving a drainage problem with the pavers surrounding the displays by completing a topographical survey of the existing plaza and designing new grades for the pavers to drain properly.
Structural design work was completed on the footing, base, and connection for the anchor. Since the anchor was to be displayed with the shank of the anchor 15° off vertical, a structural design was needed for the connection to ensure the anchor would not fall over.

Vandalia High School Winner
Andrew Bell, a graduating senior from Vandalia Community High School was presented with a college scholarship from Heneghan and Associates, a
civil and structural engineering firm with offices located in Jerseyville, Centralia, Columbia, and Godfrey. Business development director for the engineering
firm, Cheryl Moody, presented the award to Bell.
Bell was one of 55 applicants who applied to the tenth annual
Heneghan and Associate’s scholarship program. Bell plans to attend the University of Illinois at Urbana-Champaign where he will pursue a degree in mechanical engineering. In addition to
maintaining excellent academic grades, Miller participated in a variety of
extracurricular activities including sports and music. He also donated his
time and resources to several worthy civic organizations and causes.

Nathan Bullard joined the Heneghan and Associates, P.C. engineering team as an engineer intern in September. Westrich Attends Leadership Training
Project Manager, Curt Westrich, a 12-year employee
with Heneghan and Associates, P.C., recently attended the first part of a six
part training program being offered by the American Council of Engineering
Companies in
Illinois
(ACEC-IL) in
Naperville
.
The program is
designed to provide career development for the future leaders of consulting
engineering firms in
Illinois
. The training is geared toward effective
leadership and planning for the engineering firms’ future.
“This is not your traditional type of training,” Westrich
said. “It’s actually very
participatory. For example, the first
session on business etiquette included actually eating at a fine-dining restaurant
while focusing on social etiquette. Very clever.”

Heneghan Particiates in IRWA Conference
Heneghan and Associates was a recent participant at the Illinois Rural Water Association’s 26th annual technical conference held in February in Effingham, Illinois. The conference was attended by approximately 400 registrants.
In addition to attending conference workshops, Heneghan also was an exhibitor to inform attendees about the civil engineering services Heneghan can provide. Heneghan
Selected to Perform Road Work
After almost 2 years of discussions, road improvements for Delhi Road between Delhi and Brighton in Jersey County are just around the corner. The engineering contract for the improvements was awarded to Heneghan and Associates at this month’s Jersey County Board meeting.
“We are pleased to be working with Heneghan on this project,” Jersey County Engineer Tom Klasner said.
The contract calls for improvements to about 2.5 miles of Delhi Road between Grange Hall and Oak Rest Roads. Improvements include road resurfacing, widening, and guard rails, which will make the road safer for motorists. Klasner said this will be the first improvements made to the 2.5 mile stretch of road since its construction around 1940. Klasner added this section of road was targeted for improvements because it experiences more traffic due to motorists traveling to Brighton.
The total cost of improvements is estimated at about $2,000,000, which includes the engineering and construction. President of Heneghan and Associates, Dean Heneghan stated, “We are happy to be part of this project and making a safer environment for Jersey County residents. We’re ready to get to work.”
Construction is scheduled to start sometime during the summer of 2009. |

Robeen
and Painter Retire
After volunteering since the early 1990’s to help run hundreds of miles of water lines in Greene and Calhoun counties, long-time chairmen Mike Painter and Curt Robeen have decided to turn off the water pressure and retire.
Painter, who has been supervisor of White Hall Township in Greene County since 1993 was also the chairman of a steering committee with the mission of extending water lines to families in rural areas. Dean Heneghan from Heneghan and Associates, P.C. participated with the steering committee. Painter said another group of volunteers first initiated the effort in the late 1980’s. Painter praised everyone involved with the steering committee who helped to make good things happen in rural areas.
Painter also recognized others. “Although there were 12 committee members, many others helped,” Painter said. Painter and Robeen credited the many volunteers who worked and are still working to extend water lines to families in rural areas. Painter added working with the engineering firm, Heneghan and Associates, P.C., attorney Bill Strang, and funding representative Rob Maschoff from the United States Department of Agriculture (USDA) played an important role in the success of extending water to rural areas.
Painter said when committee members decided to create Greene County Rural Water District (GCRWD), the question was placed on the ballot and approved by 90% of the voters. In 1994/95, GCRWD became official with designated boundaries. From there it was a matter of establishing funding sources, developing projects, soliciting first-time users, and turning public doubt into public confidence.
“After the first phase, people were happy with the outcome and it just ballooned from there,” Painter said. In fact, it ballooned into more than 200 miles of water lines for the GCRWD, covering more than half of Greene County. Approximately 720 out of a potential 2000 users have been served.
“It’s rewarding to hear positive comments from people about how happy they are with their rural water,” Painter said. Heneghan agreed, “One of the biggest rewards is knowing that you’ve helped others to be able to have sufficient water to supply their daily needs.”
In 1991, shortly before the creation of GCRWD, Calhoun County Rural Water District (CCRWD) was created. Like GCRWD, CCRWD also formed a steering committee comprised of about 12 volunteer members. The bids for the first project were solicited in 1992. Robeen said the first phase of CCRWD was different from GCRWD as it consisted of constructing a water treatment plant and 2 wells.
“We had our challenges during the first phase as we contended with the 1993 flood.” Robeen said. Despite the challenges, Robeen had a personal interest in extending water to rural areas. “I had an orchard and I got tired of hauling water. I knew first-hand about the need for water.”
There have been three additional phases for a total of 4 phases. There is at least one more phase to complete. The CCRWD tapped into Heneghan and Associates when Dean Heneghan called to ask about the district’s interest in rural water. To date, there have been approximately 350 miles of rural water lines constructed for a total of 1300 users. Total possible water users are about 1600.
Robeen also feels an accomplishment from serving the CCRWD for so many years. “I feel proud to have served for such a worthwhile project for the residents of the county.” Robeen also served as the Calhoun County treasurer until he resigned in December 2006.
Robeen and Painter both said the goal was to keep the water rates low and that goal has been met. Painter concluded, “It’s important that when you tell the public something or promise something, that you do it. Be honest with the public.” |
