"THAT WENT BY FAST!"
The owner of the company paid us an unexpected visit from the main office two hours away. He told us that there had to be some cutbacks made and our office was going to be closed. A young engineer told his wife with two young children at home the news. Six people were going to be out of work. It sounds like today's headlines, but it wasn't, it was March of 1986. My memory is a little fuzzy on what the exact process was, but the next thing I know, I opened my own engineering and surveying company and kept those six people employed.

Armed with several loyal municipal and rural water clients we went to work without any thought of where it might lead us someday. Our very first client was Mr.& Mrs. Charles Smith (Client #100) who we did a survey for in Alton. Some of our early major clients were Fosterburg Water District (#108), Village of Hardin (#115), Jersey County Rural Water Co. (#139), City of Jerseyville (#140), Jersey County (#164), and the Village of Farmersville (#193).

Engineering is a funny business - engineers seem to be more interested in the final outcome of a project rather than the financial success of the business. Engineers seem to think that if the final project outcome is a success, then the success of the business will naturally follow. And there is probably a lot of truth to that thought process. At least it has worked for us. I sincerely thank all those who have helped make our firm a success during these first 20 years - my family, employees, clients, our professional advisors, equipment representatives, and contractors. Heneghan & Associates is now four offices and nearly fifty employees strong!

It doesn't seem possible that 20 years has gone by, but as they say........"Boy, did that go by fast." Well I'm looking forward to the next 20 years and beyond, although I probably won't be around that long (working that is). I am confident that when I do step aside the next generation of Heneghan and Associates leaders will be ready to guide the company in the right direction. $ $ Funding Facts $ $

  Community Development Assistance Program (CDAP) grants are funded through the Department of Commerce and Economic Opportunity (DCEO) and are a valuable source of funds for planning, designing, and constructing your public works projects. The maximum amount of a construction grant, which is free money that does not have to be repaid, is $350,000. The funding must be used to improve public infrastructure and eliminate conditions detrimental to health, safety, and/or public welfare. Priority is given to water and sanitary and storm sewer projects. Local matching funds of 25% are required for the construction grant, but they may come from a third party funding source. The maximum amount of a design grant is $150,000, and for the planning grant $25,000. Matching funds are not required for the design or planning grants. Note that the annual grant submittal dates have changed for 2007 - stay tuned to next month's newsletter for more details. There is still time to complete a grant application for the 2007 grant cycle, but we advise that you begin right away to allow time for preliminary engineering, income surveys, health and safety documentation, public hearings, etc. If you have any questions please give us a call, or you can call DCEO at 217-785-6142, or visit their website at www.commerce.state.il.us.

 

Project Spotlight
Village of Lenzburg Park
The Village of Lenzburg received a grant from the St. Clair County Metro East Park and Recreational District for funding assistance for development of a small park for the residents of this small village in southern St. Clair County. The project involved construction of a limestone walking trail that runs through the park and connects to an adjacent public walk to form a looped path approximately one-quarter mile in length. Additionally, the project involved the construction of a pavilion, play center, park benches, picnic tables, and provisions for handicap parking.

Employees of Heneghan and Associates, P.C. worked with the Village in the preparation of the grant application, project planning, plan development, bid and award assistance, and construction administration.

Tip of the Month

If you have not already set up your MFT oil and chip program for 2006, then you need to do it as soon as possible so that the work can be done before the leaves start to drop this fall. Prior to bidding this work, the Municipal Estimate of Maintenance Costs form must be approved by IDOT.
